Well, if you can't even touch the paint there with a brush, how are you
gonna repaint it?
ignoring that question, sounds like you are mostly just trying to
clean... lots of simple green works well - but the physical action of
any kind of a brush at all will help tremendously. also, pressure
washers (often available at DIY car washes) work well. It may take many
repeats of the process to get it really clean, if there is years of
built up grime involved.
Oops, water involved in both these "solutions"...
