4kq: odd electrical noise from fuelpump area

My '85 4kq has a (very) intermittent noise coming from
around the fuel pump area that sounds like scratchy
bursts of electrical static, sort of like something
you'd hear on a shortwave radio -- or maybe a welder.

This noise is loud enough to be heard from inside the
cabin, and the pulsating can be felt on the lines
going into the fuel pump, but not the pump itself.

I replaced the fuel pump (and fuel filter, while I was
at it), thinking that it was failing, but it's still
there.

Driveability suffers slightly when the noise is
occuring.

Thoughts?  btdt?
