Actually...

I believe that, within a particular range of temps, the greater delta T has
the heat transfer rate being higher so that the hot water will freeze
faster....but that's simplifyig it.  I think it also has to do with the
strange and wonderful properties of water and how fast it will enter a
particular crystalline form from a particular starting temp at a given rate
of heat transfer/loss.

I ran into this somewhere way back when in the '70's as an undergrad at
Stanford.  But lots of gray matter has died since then, so my memories could
be really full of it.
