5000tq hard cod start

As the weather has gotten cooler my '88 5000tq has
become more difficult to start. If the outside temp is
above 70F or so, it start OK. If the engine is warm it
also starts OK. When the weather od the engine is
cool, it will run for a split second and then die -
one time. Thereafter nothing.
A recent discovery : if i put the fuse in the top of
the fuel pump relay and wait until i here fuel
circulating thru the fuel distributor, it will start
right up. Don't know if this is conclusive or
coincidence, but my question is : does this suggest
the fuel pump check valve is not holding pressure?
BTW, it runs fine, once started (i do remove the
fuse).
