HUH?
Properly adjusted Euro lights on high beam should blind landing starships -
they should NEVER be used witn oncoming traffic and it's considered
extremely impolite to use them when any vehicle is in sight - even one in
the distance going the same way.
The rule of thumb is a 1% downslope on the low beams.
