Yup.

It idled and drove at low throttle settings just fine.  Anything more than
that produced a cyclic over enrichment - frequency about 0.75 Hz. For all
practical purposes it was undriveable.

With the absence of the cone function - which I'm used to considering pretty
critical in CIS for matching airflow to fuel, I just couldn't see any
mechanism for providing the parallel curve response.
