Cold Start Problem

My '84 4KQ, my friend's '85 4KQ and his '88 Quantum (nee Passat/Santana)
Syncro all had this "feature". 'Twas supposed to help keep the driver
alert in situations where having the interior too hot might cause
sleepiness. I simply shut the center vents off. My '89 200 with CC
doesn't do this directly, but after it heats the interior for awhile, it
then annoyingly sends cool air to the dash vents (still heats the floor
vents). I guess it's a German idea of appropriate driving climate.
