ISV control relay

Subject is an 89 200Q with MC-2.  At the ISV relay I'm
checking term. 4+5 per SJM site.  No power. 
Ground(term. #5 is fine).  I've got battery voltage at
term. 15 which supplies power to the unit.  Scott J
mentions that these sometimes go internally.  I opened
and looked at all the solder connections.  Everythings
still attached, and no corrosion or burning.  Is this
relay shot?  Any BTDT?  Btw the relay is 447 907 393B.
