The benefit of that integrated headlight/foglight switch is that when
you turn off the headlights, you automatically turn off the fogs too,
so the scenario you describe cannot happen. On my '01 S4, with the
front and rear fog light pushbuttons on the center console, there is a
built-in electronic interlock that turns off the fogs when you turn off
the headlights or the ignition.
