What you describe is different than the 80-84 US cars. On the US cars,
the red (lower row of the taillight is divided into three sections also,
but it is as follows:
outer two sections: normal tail lamps (two 5W bulbs, with the center
section also serving as the reflector).
inner section: brake lights (21W)
The tail lamp and brake lamps are independent (they are all single filament
bulbs).
While we're at it, the upper row contains the turn signals (orange lens, two
sections wide) and the backup light (white, one section wide). Pic at:
