Idle Hunting - '87 5kcstqw -> Bad ISV

I swapped the ISV with a known good working one. The car ran fine.
Put the cuprit into another identical make and model '87 5kcstqw - problem
transferred over to the other vehicle. That make it pretty high odds it is
the ISV, probably 99.99%.
Yes, I now have two turbo quattro wagons - liked the first one so much, I
got another for my wife. This time she liked the color and interior, etc.
It is always helpful to have identical cars for this purpose.
I tried to clean the ISV. No go. This unit is defective electronically
AFAIK. that is why disconnecting the connector did not cause the idle to
drop as it should.
Now, it would be nice if the things weren't so darned expensive at the
dealer. It would also be nice if there was more interchangeability with the
other models in similar years. I have spare 4000Q ISVs, an 80 4cyl ISV, and
an NG 2.3l ISV - all are different from the others and from the turbo ones.

Did'nt you say that you disconnected the ISV .. with no changes?
Did you install a new ISV? Or, did you clean the old one?
