Easy.  They all take the town-owned 4wd pickup trucks home even when 
there's no chance(hey, gotta be prepared.)  The ones who live on 
major roads don't do it as much, but those who live on more isolated 
streets take town vehicles home more often(actually, a lot of the 
plowing is done by friends of highway dept guys, who work in 
landscaping, and do plowing to pay the bills in the winter, so those 
plows leave from home; it's not a half bad system, except that they 
all drive around with their plows up and bill the town for the milage 
anyway.)

Or in the case of the local county sheriff, he takes his state-owned 
minivan with untraceable plates(designed for undercover units, but 
assigned to his unmarked sedan; the transfer, in which he was caught 
performing on film multiple times, is against state police and 
registry regulations) to pick up food for parties in the early 
afternoon, right at the same time his deputies were being accused of 
sex crimes against prisoners.  The deli in question is a well known 
hobnob place for who's who for the good-ol-Irish-boy network that 
influences, if not controls, all of Boston and MA politics.  Boston 
Globe did a huge multi-page, multi-day spotlight report on him, 
including a graphical representation of one week where they quietly 
followed him everywhere.  He spent more than 3/4 of his workday doing 
absolutely no work.  He is completely unqualified for his position, 
not possessing ANY law enforcement experience(his previous post could 
barely be described as a clerical position at the state legislature, 
that pays a rather hefty salary and has virtually no responsibilities.

This incompetence is not limited to the Sheriff's department; 
Massport, which controls Logan Airport, Boston Harbor, etc, is chock 
full of people who have -no relevant experience whatsoever- for their 
positions.  It's the reason Logan Airport led the country in the 
number of times FAA officials managed to sneak weapons past 
security(the head of Logan security has since been quietly removed 
from his post by the governor, or is about to be; he has no security, 
law enforcement, or airport experience/background.)

If you want to place blame for the attacks, look no further than the 
good 'ol boy network that runs strong as ever with Jane Swift at the 
helm(she was the one who used a state police helicopter to fly home 
across the state rather than drive, because her baby "had a cold", 
had aides helping her move, pick up errands, and babysit for her.)

Apologies for the off topic political ranting, but it gets my blood 
boiling and I have a propensity to go off about it...
