Hella makes perfectly good...and highly visible...accessory fogs that can be
mounted practically anywhere.

Remember, the first rule of lighting is reflector size. In this case, as in
many others, bigger is indeed better.

A good rear fog is probably 1.5 to 2X the brightness of your brake
lights...but I'll bet that there are rules about this published in Germany
and other countries that require a rear fog.

Superbright LEDs have no chance in fog or rain, unless you mount a whole
cluster of them. And you probably don't have the room to do so.
