how bright should one foglight be?

Fog lights only use 21 watt bulb, same as brake lights. The reflector in
them are different, with chrome instead of silver paint, and more
focused, almost like a head light.

Personally, I put in 35 watt bulbs in both the rear fog and the back up
lights, both for safety (fog light) and viewing pleasure (when backing
up)
