Bleeding the pump, Part II

So, I took Kneales advice and lifted the front end and (while idling)turned
the wheels repeatedly from lock to lock.. no resistance, and everything felt
fine. As soon as I lowered the car, it was apparent that there were no
brakes and no power steering...
I had just enough time to jump in the "back up" car and only be slightly
late for work.
I've rebuilt several pumps before, and never had anything like this happen.
They usually came right up and bled themselves...
Any thoughts would be much appreciated. Could my discharging the "bomb"
before servicing the pump have killed the bomb? It was suspect anyhow, and
was due to be pulled and recharged.
Many thanks, again,
Mark
