1.6 head on a 1.7 block!?

While cleaning up my 82 4ks for its (hopefully) imminent sale, I noticed
that the head has 1,6 engraved upon it.  The block I have identified as
actually being a 1.7l, and I was wondering if Audi merely used the older
1.6 heads on the early 1.7l blocks, or if this was a swap job.  I
was looking in the Haynes manual, and it lists 1.6l engines with two
different compression ratios, so I am assuming the heads themselves are
different.  I haven't been able to track down the head code yet, but the
car itself is '4E' badged instead of 'Fuel Injection,' if that is any
help...
