80 4cyl. cooling fan on w/key off

this just started today, i moved the car to take some
pics of it, its for sale, and when i shut it off the
fans were on low speed. turned the key on, they shut
off, turned the key back off, and the fans came back
on. i just drove the car last night and this did not
happen.
