Type 44 HVAC

Trying to track down a few bugs in my 86 5KTQ system.
Currently my programmer (bowden cable lever) does not go full travel in both 
hot and cold directions.  It is intermittant at best
with some binding as evidenced by clicking in the box.
More often than not it will go full hot but not return to full cold.
The Bowden cable is free and moves easily. I tried the Scott Mockery 
resister mod and no luck.
The A/c head unit shows no faults the only other problem seems to be
that my heater control valve does not close off coolant flow when
the system is set to cold, and yes the valve does work when vacuum is 
applied.
Ideas?
