Nitrogen in tires

AWST has a picture a week or so ago showing the train wreck from an
explosion of an A340-600 tire test.  Apparently the plugs did not go.  The
707 killed its first operative when the test gear applied to the wheel cold
exploded after the rejected T/O test in 1958.

Q to listers - how does one fill a tire with nitrogen and keep it dry
without starting with a partial vacuum?
