90 fuel filter/pump bracket bushings

Replaced the fuel filter on my '90 90q20v last weekend and had to replace
one of the rubber bushings on the bracket...the CDN$18 cylindrical piece of
rubber with the threaded studs glued on the top and bottom. You know the
ones, they shear apart when you try to loosen the nuts, leaving you with
next to nothing to grip while you try to remove the rusted nuts-1/36 of a
turn at a time on top :-(
Anyway, had a momentary brainstorm after I had the new filter on--I thought
that the next time I would just make my own bushing using a test tube
stopper (the kind with the hole already through it to hold glass tubing) and
just run a 6mm bolt up through it (dirt cheap too). The following time it
would be a simple matter of holding the top nut while backing off the
bottom..viola!!! Stupid original design. With a bit more thought, it
occurred to me that maybe there is a good reason behind the design. Maybe
the bracket is supposed to be electrically insulated from the body to
lessing the (albeit small) chance of discharging any static charge (ie
spark) near the filter. My way there would be continuity between the body
and the bracket. Any thoughts? Am I paranoid?
