Cold Start Problem

I've pretty much gotten everything tied down and bolted back together after
what started as an exhaust manifold gasket leak precipitated into a major
teardown & rebuild with some upgrades.
There were some annoying and outstanding issues with the fuel injection
system, namely the ISV and Idle screw (both replaced) causing the engine to
not maintain idle.
Now I have a remaining issue with the engine not starting right away when
cold. I replaced the injectors last year, and replaced the o-rings when I
reinstalled this time. Fittings are all tight, and I have not been able to
locate any vaceum leaks. Even if I run the fuel pump to make sure the
system is charged, it still takes three cranking cycles of about 5 sec each
before the engine starts, very slowly then increases, sooner with the help
of some throttle. Once started, the engine settles into a healthy idle,
although a bit more lopy due to higher lift/duration cam.
Haven't run fuel pressure tests yet, and am seeing if there is something I
may be overlooking. I did replace the o-rings in the system pressure
regulator. What are the possible culprits?

'87 5000 tqa - Engine rebuilt and running...Elgin 270i260e cam, lifters &
techtonics springs, new rings and bearings, seals. T03/K26 hybrid turbo,
2-Piece Exhaust manifold, highflow cat and 2.5" Stebro exhaust. Bypass
valve and supplimentary fuel injector installed(but not connected to fuel
yet) in intercooler. 200 Flywheel, Clutch and Pressure plate. Using
existing QLCC chip & Schrapnel Knob for control - set for 1.7 bar max
during break-in.
