Well, this is not true, you could get ticket in Canada for driving at the
speed limit if everybody is driving faster. There was a case when two guys
decided to protest the ridiculous speed limit of 100Kph (60Mph). The venue
they chose was one of the busiest stretches of Hwy 401, between Kingston and
Toronto . Mind you, on this Hwy everybody is driving at least 120Kph (75Mph)
and police is only charging those who exceed this speed. At 75Mph and below
you are OK. Anyway, these two characters were driving their cars side by
side on two lane highway causing other cars to slow down and thus creating
10 miles long bottleneck. Police pulled them over and charged them with
guess what? That's right, impeding the traffic. Real life story.

Yep - that's what it is - however, what was the speed limit? I think you can
only be cited if you are under the limit, or if there is a minimum posted
speed and you are under that.
