Regarding #4: States like Oregon require a VIN inspection when you
transfer an out of state title, so the car has to actually be there. Nice
thing is that you don't pay sales tax in OR. WA has a tax of about 8% of
the sale price. If you have a sale price that appears too low the
licencing office throws some more paperwork your way, to be completed by
seller and buyer, but it is possible to say that you paid $200 for the car
and get away with paying tax on only that.
