rich/lean questions

I have an 86 4000q. it has been running poorly , lack of power and no full throttle. I got the full throttle back , got the lack of power better. I installed a mixture meter to try and tune the CIS a little better. what it does seems exactly the opposite of what I think is right but I thought I would ask the list. At idle the gauge reads in the rich side 12/1 AF ratio. at any crusing condition below 1/4 throttle it reads right in the middle at 15/1. at any more than quarter throttle when accelerating it falls off the lean side 17+/1. I am wondering if there is an ajustment to fix this or am I missing something here and that is how it is suposed to work? the car has 200+k miles and a shady service history and I am just trying to make it better. thanks in advance and thanks for the Great list!!!
