I had the exact same problem on my 89 200. In my car, the solenoid wire
going to the starter actuall burned up from my attempts to start the car. I
didn't tear down the starter, but I conclude that the solenoid shorted out.
I replaced the starter and all is well.
A good test is to unplug the solenoid wire from the starter, and CAREFULLY
jump 12V+ over to the solenoid directly. The starter should spring to life
SAFETY WARNING: Car must be in neutral. Leave the key off or engine will
start. There is not a lot of room up there, so be careful not to short the
battery to ground. If the starter will not run with this test, it is bad.
