Vacuum line missing?

Everyone knows my AC isn't cooling well. I looked closely under the hood and discovered something that may or may not be relevant. One again, please excuse me if I use the wrong term for something. There is a vacuum line that runs from the engine to a little cylinder that has an electrical connection. The electrical connection appears to duck into the car through the fire wall. On this cylinder there are what looks like 2 vacuum outputs (brass?) and only one has a hose on it. The one that faces the left side of the engine compartment (when facing the engine) has a hose on it that leads to the vacuum actuated solenoid that controls the recirculation flap for the AC. The one that faces to the right (when facing the engine) doesn't have a hose or even a cap on it. is there supposed to be a hose there? of so, where is it supposed to go? Do you think this could be the cause of my AC troubles? Please help over-heated soul out...
