85 5000S fuel pump short?

My friends audi has an intermittent short somewhere in
the fuel pump circuit. Sometimes it runs fine. When it
doesn't, I remove the pump relay and jumper it, but
the wire just sparks like it's going to ground
(I jumpered the fuse too so it wouldn't instantly
blow).

Pulled the pump, and am wondering:
what's its resistance supposed to be (I'm getting 0)?
Is the case supposed to be isolated from the circuit?
On this one there's no resistance between the
terminals and the case.

If it's not the pump that's at fault, are there any
"problem areas" that are particularly susceptible
to shorting?
