Not stupid if you like the idea of having fans restricting your intake air charge, pretty stupid if you actually want to make any power.  There are a few companies offering products like this on the market, a magazine article determined that the fans were actually reducing hp significantly by causing a major restriction, the fans couldn't even produce the cfm needed to feed the engine under normal operating conditions.

Problem is finding an electric fan that can actually flow enough to make a difference, figure a turbo impeller spin 100k+ rpm, and its not little wimpy blade either.  Your average computer fans are not going to cut it, you'll need a fan that will draw enough current to significantly tap your alternators output.
