Possible Mod to AC System. Is it a good idea?

From my train of thought it shouldn't be hard to add. When the AC switch is flipped, it a vacuum actuated lever flips the flap closed. You could add a device that would block or vent this vacuum when you want fresh air to go though the AC system rather than recirculated cabin

Possible, but not useful in the way you want it to be - that flap alters
the source of the air - from outside, to inside - and "inside" is where
the AC evaporator is.  In other words, the only way for you to do what
you want is to move the evap somehow, or seal it off from the interior
and add ducts from outside to feed it.
