Cat problems

I don't have any experience with CATs or CAT vendors as of yet, but I have
been researching possible sources for CATs recently in conjunction with a
possible exhaust upgrade (thinking about adding a Stebro system to my CQ).

I found an online vendor:  Muffler Tech http://www.mufflertech.com.  Website
isn't much to look at - but I called them and they sound like your basic
muffler shop.  They have weld-in "universal fit" high-flow performance CATs
for $59.00 + $10 S&H.  I asked about the function (do they still reduce
emissions) and he said that their shop is located in California, and they
pass CA emissions with flying colors.  I can't imagine he'd stay in business
in California if he installed illegal or inoperable CATs.  I have no
affiliation/insight other than that - but for $70 I think I'm willing to
take a chance.  Anyone have insight on this product/place/vendor to the
contrary?  Or with "universal" CATs?
