One can change the behavior of Eudora so that either reply or
reply-all is default; Special->Settings, then choose the "replying"
pane of options.

Holding down "option"(on the macintosh) causes the behavior to be
flipped(the prefs window describes this) for both the button and the
command sequence(command-r)
