Yes, I've had a few relays that would work for an exact amount of time, then, as the under hood temps increased, or the temp. inside the relay, the connection would break.  Swapping in a new relay has fixed it a few times for me wrt the fuel pump.

I suppose the second scenario is possible, I've never seen it though, so I can't say for sure.
