German type 44 scene

Ahem,
I think it's a DOT conversion. Here in the US the inners were high-beams,
and the outers *could* be both high & low.
You ask "why would someone who had E-specs do a DOT conversion?"
For looks! It's "cool" in Europe, because it's different!
