I move we ban non-turbo 5000's from the list :-)
OK, sorry, missed the non-turbo part. Scott's site is still a marvel, so if
they had not seen it, great, I was of some minimal use in that respect.
Check all the temperature sensors in any case, even the non-turbo ECU could
limit power if it thinks that the car is cold or overheating. It's possible
the ignition never advances much to limit the power and heat.
I recollect no mention of any O2 sensor checks. You should make sure the O2
sensor is good. A fast volt meter should read 0.5 V nominally once the car
is warmed up and at idle, but it should fluctuate between 0.4 and 0.6 V (or
thereabouts). 0.5 V steady is not good, and hanging around 0.2-0.3 or
0.7-0.8 would be bad. Usually, people who have a fast enough volt meter
also have an oscilloscope, which is better :-) A new O2 sensor can be had
for 30-40 dollars, if you can find a generic replacement and connect the
unique Audi harness yourself. Don't know if this applies to non-turbo, but

Check to make sure these work in a 5k.
The exhaust back pressure can be a problem if the catalyst is getting
plugged. An exhaust back pressure test is not hard to do for a muffler
shop -- they drill a hole ahead of the catalyst, and mount a gauge, test,
then braze the hole shut afterwards.
If all else fails, especially if the car is new to you, and this low power
is not a recent thing, check for the cam being off by one tooth.
