radiator flushing 87' 5KSQ

What is the best method to flush the radiator?

Also, is water supposed to run freely out the bottom radiator spout when a
water hose is placed in the top spout and vice-versa?  I ask because I put a
water hose into the bottom spout and it accepted little, if any, water.
Just sprayed all over the place!  Does this indicate a clog?  If so it must
be a major clog!
