No...trapping heat.

The manifold itself runs far hotter if it has a wrap or coating on
the outside, and that reduces its lifespan.

Inside insulating coating will work best- lower underhood temps and
longer manifold life(manifold will run cooler since it is insulated
from the exhaust, and moisture in the exhaust won't get to the metal
either.)

Dunno how much of an effect an additional outside coating(insulating
or heat rejection) would have.
