I assume that it is the switch that is the problem - ie it will not turn
to the "off" position?  Replace with one from a junkyard, they usually
don't go bad.

Also, I believe, that even if the switch is "off", the fan runs on the
lowest setting when AC is engaged, automatically.  Might wan tto check
that out just in case.

If the fan is staying on even if the switch is in the "0" position, then
there might be some melted/shorted wire behind it, or in the harness to
the resistor near the fan, or maybe the resistor is broken/shorted.

The resistor could be replaced with used or new (those resistors seem
pretty sturdy).

The harness would be a drag, to test you'd have to expose and disconnect
the plugs at both ends and start measuring resistance from end to end
and between the separate "strands".
