My '88 5ktq had some stumble and rich running early on that was cured by
putting in a new fuel pump relay.  Sounds like yours is bad if the car's
behavior changes with the fuse in or out.

I couldn't believe the fuel pump relay could cause such symptoms, but I was
convinced when the friend who suggested the fuel pump relay had me swap in
one of his known good ones.  I gather they have a new and improved version
of the fuel pump relay, too.  If yours is original, you may want to put in a
new one.
