Hesitation in CQ20v

I have a '90 CQ 20v that has a disturbing hesitation problem that has
been quite difficult to diagnose. It feels as if there is only 50% of
the power available and then all of a sudden, the full power of the
engine kicks in, much like that of turbo lag. The hesitation occurs in
all gears at various RPM ranges, however once the full power kicks in,
it usually remains until redline. Any ideas? (This is starting to piss
me off.)
