Don't ask that, please!
More like how much do you want to spend?  Bottom line
is once you get that motor in there, you'll want all
it has to offer, so be prepared.  You can start out
cheap, but the mods will slowly add up.

Most likely yes at some point, for something EFI.

My advice, get an MC engine, port the head, EFI, good
intercooler, and an MC ignition.  This will get you
off to a really good start.  Then you can focus on
stuff like a header later to get some real power.

As far as the 90 cs, unless you feel like custom
fabbing two headers right away, installing custom
pistons, using a complete standalone EFI and Ignition,
and countless other unexpecteds, I wouldn't bother.
