curious electrical gremlin

For quite a while now, months actually, the battery and parking brake
warning lights are always on, on my 86 5ktq.  I have replaced the
brush/voltage regulator assembly with a new one, confirmed the blue wire is
attached and whole,  charging voltage is good, etc.  Basically, everything
checks out perfect, except that the lights are on so I am suspecting a short
or ground in the parking brake system.

The charge light is on at what looks like full intensity and the park brake
light is on about half intensity.  They do vary in intensity, but I haven't
seen any pattern.  Parking brake does not work (project to do) and has not
been used in over a year.

I would like to get this fixed, just to put my mind at ease
Can someone check for me on their 5k - with the parking brake off, and
ignition key to ON - engine not running - is the parking brake light on or
off?  Seems to me that it should be off.  Mine is on so I want to
investigate that direction but would like to know what the normal situation
is first.
