system volts too high?

I was REALLY scared at 20 volts.  I think I'd $hit the
bed at 22.  What's up with the high cut on these
things?  I would just chuck this POS in the can and
get either an Avinator-TM or a true Bosch rebuild from
one of the suppliers, but I needed one NOW and am with
this Autozone lifetime for a C note.  On the plus
side, I can now swap an Alt. in 17 minutes.  Including
recoating the connections with 3M contact goop.
