In my experience, they rarely look under the hood. They punch in the VIN to
the state's computer, that is supposed to tell it which motor it has and the
emissions are matched to that motor. I don't recall if you mentioned the year
of the car, but if it is before 1984, you're home free. If you get high NOx,
retard the ignition. There is also a nostrum called "Guaranteed Pass". I
don't know how it works, but my local inspector (he is not happy with the
system) recommends it.
