200q 10v head stud replacement tips needed

Looks like a couple of the studs went south on my 10v 200q. Too bad,
since the car was treated to a new turbo and head right before I
bought it. Anyway, anyone have any tips on safe removal of the studs?
What order to tighten in? Head bolts- what tightening order and
torque? I pulled apart several of these engines, but never put one
back together. Shouldn't be too big of a deal, if I take my time.
I'll do my timing belt and water pump, just to be sure, even though I
know they were changed during the head r&r.

Cleaning of the deck- wire wheel on a drill? I'm not sure with the
dissimilar metals and roughening the surface clean. Brake cleaner?

Next question- Can a stud hole be welded closed then retapped? The #1
cylinder broke the lower stud (most likely), then the top one
stripped the threads out clean. It no longer takes the M8(?) stud.
Hoping to get it to seal, I tapped it for M10 bolts, but the gasket
had blown out already. Should I stick with an M10 stud and nut, or
should I go to have the hole welded and retap it?

Other comments- It seems pretty tough to get the turbo inlet and
outlet gaskets from our suppliers. I called my local dealer and none
of them have any guys experienced in 5cylinders anymore. They don't
seem to believe there's a gasket at the turbo outlet. Anyway, I was
able to source the inlet and outlet gaskets through Rod @TPC. Once
again, he took care of me, spending 50+ minutes on the phone to
search all the right parts.
