Check with the Bosch Diesel Injection repair shops. Such a device is used to
service the rebuildable Diesel Injectors. Injector was screwed into tester,
fuel added to chamber and pressure was pumped up until injector
opened.....1700PSI.  I would start with the local Mercedes Benz or VW dealer
and work your way to the truck people.
