Two words.  Bypass wide.  I often take trips down
through there (to the Richmond area) both alone and
with military convoys.  My rule is always to bypass
urban areas with the widest diameter urban interstate
loop.  This has always worked well for me.  The
straight through route (although many miles shorter)
always turns into a disaster.  I now follow this rule
religously.  Maybe you did this and just hit some bad
traffic or an accident that mysteriously disappeared
by the time you got there.
