?Carbon Cannister Gas Vapor System?

Anyone know how this is supposed to work in theory?
 I have a 1990 Audi 100, which has gas odor sometimes
after driving.  From tests I have done, the tank
vent line is OK (not crimped).  However, the purge
valve clicks all the time the engine is running
(I thought vapors were only purged some of the
time).

Also, the purge valve seems to let air go through
it (hand air pump) to the intake even when the
car is not running.  Perhaps my hand air pump is
putting too much air pressure on the purge valve,
but it just buzzes and sends the air through.
I thought the purge valve would be off when the
engine's off, thus keeping gas vapors away from
the intake and directing them to the charcoal.
