86 5000 TQ No heat?

Let's see, Bentley devotes 99.5% of the climate control coverage to A/C.
I long ago gave up on my A/C, but with MAine temps in the single digits, the
heater, or lack thereof, is certainly getting my attention.
The water pump works, the thermostat works, the heater control valve works
(replaced this fall along with radiator and heater core),  The coolant is
circulating, the programmer checks out, no error mgs via the controller, the
bowden cable adjustment is correct, all internal heater box flaps direct air
flow properly but.... even with the car stationary and the temp guage at
almost 1/2, the inside "heated air" will not get above 70F. This is with an
indicated HI, with any position selected, ie., BiLev, Defrost, or Auto.  The
heat has degraded from fine a few weeks ago to the present condition.
Any ideas or BTDT's welcome.
