carbon canister q's

1) The carbon canister solenoid, when it is unplugged does it remain open to
vacuum (eg the engine always pulls fumes in) or closed (opens only when
cycled?).

2) If the answer to #1 is normally closed, what would be the down side to
rigging the solenoid to remain open on ignition on? Would it be better to set
it up to only open at idle? (this is an EFI setup so there are no issues with
unmetered air)

If there is no advantage to me hooking up the vacuum lines to the thing I'd
just assume let the vapors collect in the carbon and get rid of redundant
vacuum lines.
