It's the Jim Hall sucker car.  The car had sliding skirts to seal it to the
ground and the two fans were powered by a snowmobile engine and created a
vacuum that vacuum and the lark upper surface of the car created huge amounts
of downforce that stayed relatively consistent regardless of the speed.

Does it work?  In a huge way.  When Andy Whittle and I built the Car and
Driver G-Challenge car we used a sucker system on it and we went from 1.65g
to 2.9g without changing anything.
